A World not at Peace is the first story set after the rebirth of the demon Shadow. The Toa Federation, a secret force of Toa thought to be disbanded long ago, is destroyed by the demon and his overwhelming forces. The only survivor is Noark, Toa of Shadow who must then rake the tole of leader of a newly formed Federation.
