More than five years after the defeat the Team Rocket Executives and the Masked Man, a lone exiled member of Team Rocket had seen it disband before his very eyes. So he decided to once again for the third time revive the organisation, he carved a special mask by badges which represents earth and disguises the voice and became the 8th gym leader in Kanto, his name is only known as Mask of Terra. he brought former members back in Team Rocket and gave them each masks, the members names were: Mask of Thunder, Mask of Flare,Mask of Telekenesis and Mask of poison.
