Vegeta's power level changed constantly throughout Dragonball z/gt because every time that he fought and recovered he became stronger, so it was constantly changing after every battle. When he first arrived on Earth it was approximately around 10,000 and on Namek when Dodoria and Zarbon caught his power level on their scouters it was 24,000. I hope this clears things up for you.
