Jalarin was a member of Starfleet who served aboard the USS Budapest in the 2370s. In 2373, Jalarin was assimilated by the Borg during the Battle of Sector 001. Sam Bowers was forced to kill Jalarin. (DS9 - Mission Gamma novel: Lesser Evil)
