In the year 2105, New York City, New York, United States of Earth will have a population of 15 million people. The city will be divided into several levels. There will be a surface city for the working class people and conservative corporations. Wealthy people will live in a floating community called Neo-Manhattan that soars more than 1000 feet from the Earth (although a sizable amount will choose to remain on the surface), and the middle classes will live in the futuristic underwater level of the city. Cannabis becomes legal in New York City by 2045 and becomes a niche drug like electronic cigarettes were in 2014.
