Edwin K. Hooper was the Mega-City One ambassador to Paris in Euro-City. While in Paris he indulged in gambling and other activities which were illegal in Mega-City One, getting into debt with Henri Mercier. In 2089 he was kidnapped to provide an alibi to personally hand a disc holding diplomatic codes to Mercier. While Judge Joe Dredd was stealing with Mercier's people, Hooper followed the ambassador, killing him and stealing the disc.
