It appears that the balls he sells are limited by the shop rank, so a level 80 shop will sell up to level 80 monster balls, or close to it. This means that investing in this shop is important if you want a steady supply of high-level monster balls (which are normally quite rare). Despite having an unique sprite and name, killing him does not guarantee he'll drop his card and figurine.
