The Tavern is an Entertainment building in Tropico 2: Pirate Cove that provides mid-range drinking for up to 9 pirates or wealthy captives. Rum and beer can also be served here to increase the drinking bonus. You only need one skilled server on your island to be able to build the Tavern and it can be staffed by female unskilled captives save for the hauler, who can be male or female.
