Vincent Steelgraves is Gang Leader and the leader of a crew that attempted to steal a cache of RPG's however he and his crew were stopped by Team Arrow. His Gang would later be taken over by Count Vertigo and one of his old gang Members Greg Osborne would become 2nd in Command of The Gang.
