Octavian De Brassieres was a Havenite citizen and Legislaturalist politician. He proposed the "unfit for office" provision in the constitution in the 1850s PD. Ruth Winton believed Hugh Arai was making a reference to him during a conversation in 1922 PD. (CS3)
