The High Flapper is the ruler of Squawk Major, and it is their duty to protect the Pterosaurian Sector and rule over all flying reptiles fairly and equally. They also use the Long Squawk as a sort of alarm to warn other planets that their planet is in severe danger. The High Flapper's rule is not absolute-they must listen to the people in an event called the Meeting of the Flock if an important decision must be made. In The Skies of Fear, the evil mammoth Grandum tried to usurp the position of the present High Flapper, Shazz so that he could rule as dictator and bring industry to Squawk Major. However, Teggs defeated Grandum, and Shazz's successor is not currently known.
