Preamble: This document is hereby enacted to define the rights, freedoms, sovereignty, responsibility and obligations of the nations of the North Atlantic Defense Coalition. These member nations agree that an armed attack against one or more of them shall be considered an attack against them all. Consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defense, will assist the member or members so attacked by taking whatever action as is deemed necessary to restore and maintain the security of the North Atlantic area.
