The evidence from Mary Redhorn's journal has been presented and the corrupt officers of the Blüdhaven police department are finally facing prosecution. When Nightwing moves in on a group of disgraced officers who have barricaded themselves in an apartment with a range og hi-tech weaponry, he encounters a new crimefighter in town, a woman calling herself Tarantula. He tries to persuade her that she should enter legitimate law enforcement, but with little success, and heads on over to see Barbara Gordon, receiving the good news that 56 officers have been indicted, with many more told they should retire.
