Over-runging was the term used to describe the transfer of technology more than more than one level down from their associated level of technological achievement, typically defined by the Recognised Civilisationary Levels. Over-runging was prohibited by galactic treaties in the Milky Way; the Galactic General Council's Technology Transfer Oversight Board was tasked with preventing it.
