This legislation grants newly recruited members the right to startup aid, granted they meet the following criteria: a. All newly recruited members will be given $1,500,000 in startup aid. b. All newly recruited members who pass the application test will be given an additional $3,000,000 in startup aid. c. All newly recruited members who pass the application test will be granted as much aid as needed to meed the requirements of the member's constitutional right to 999.99 infrastructure.
