There were 337 member states of the United Systems since the formation of it in 4 ABY, and each one of them was a member of the United Systems General Assembly. According to the United Systems Charter, Chapter II, Article 8: In addition to the member states, the US also invited non-member states, intergovernmental organizations, and other intergalactic organizations and entities whose statehood or sovereignity was not precisely defined, to become observers at the General Assembly, allowing them to participate and speak, but not vote, in General Assembly meetings.
