The Gungan High Council was the governing body of the Gungan Empire on Utapau. The multiple-member council, which was led by a High Councilor, did not have good relations with the Human government on the planet’s surface, as the Gungans believed the Humans to be arrogant. In 20 BBY, the High Council banished Jar Binks, then the Crowned Prince of the Gungan Empire, from Otoh Gunga due to his actions that resulted in the loss of a sacred Gungan artifact.
