Chip Chalmers was a Starfleet officer in the 24th century. As a captain, he was listed as a Fleet Yards Operations officer on the dedication plaque of the starship USS Phoenix in 2363. (TNG: "The Wounded" , dedication plaque) This character was only mentioned in writing. He was named after production staff member Chip Chalmers.
