David Blackley (1863-5 March 1947) was a theatre designer, frame-maker, politician and magistrate. Born in Edinburgh, Blackley moved to London. In 1908 his family took over the picture framing business of James Bourlet & Sons Limited, which had fallen into bankruptcy, and was chairman of the company at his death. During the First World War he was vice-chairman of the British Society for the Relief of Wounded Belgian Soldiers and was awarded the Belgian Palme d'or of the Belgian Ordre de la Couronne.
