Both Swordflash and Hawkarang require a minimum of Lv12 in One-Handed and its required Weapon Type level. If you're using only Dual Wield, then you won't meet the requirements. Once the Weapon Art has been unlocked and the unit is in a class that allows for Wield Style changes, then it's possible to use it from Dual Wield.
