Diving Equipment is equipment that will allow you to be underwater without suffering 5 times 20 Drown Damage kicking in after four seconds of standing still. The entering of Calassa, the Frozen Trench, both Sea Serpent Areas, the Sunken Quarter and the Water Channels in the Quara Grotto requires you to wear one of these pieces. Once there, however, the equipment can be taken off anytime without having to exit the water.
