The Ministry of Exchange was responsible for planning and overseeing the collection of taxes and their subsequent disbursement for mandated uses. This ministry had been known variously as the Ministry of Receipt, the Ministry of Due Loyalty, and the Ministry of Balance. Under the regin of Iweko I it was oversaw by the Imperial Treasurer.
