Lazarus Armand was the second in command of the New Republic Intelligence Service in the Vilonis sector. He hired a group of spacers to covertly transport a modular command circuit to the Kalindan government in exchange for information on the Galactic Empire's cloak-piercing technology. The modular command circuit would allow the Kalindans to activate their defense network.
