They seem to have a close relationship, though more as good friends than anything else. There's no real suggestion throughout the anime that either one has a crush on the other, and the epilogue at the end of Digimon Adventure 02 does not mention anything about them being married, which would surely be something worth mentioning if it were true. Many fans would like to believe otherwise, though it's really just wishful thinking.
