When all criminals broke out of Arkham Asylum and was roaming free, he alerted Batman of this in the intro. In The Joker's Return, he was captured by the Joker after he and his police force tried to stop him. As Joker held him hostage and taunted Batman by giving him demonstrations of how he will brutally murder Gordon if Batman doesn't stop him. In the end, Batman defeated the Joker, freed Gordon,and everything went back to normal.
