Crossbows used have a minimum ranged level that a player needed in order to wield them. Bolts can be wielded by any player, but could not be fired if the equipped crossbow's minimum ranged level was below the equipped bolts' own minimum level. The more powerful a bolt was, the higher the minimum level requirement was.
