Walter Richter worked for a civilian contractor, charged with manufacturing and testing bomb detection devices for the Navy. In a hotel room, Richter attempted to get Suzanne McNeil to leave the company for good but in a moment of rage, she grabbed a bust of President Kennedy and struck Richter in the back of the head, killing him instantly before fleeing the scene. Richter's body was later discovered by Agents Leroy Jethro Gibbs and Anthony DiNozzo who began investigating Richter's death.
