The Confederate Information Bureau (CIB) was a civilian agency within the Breen Confederacy and one of its sub-divisions was the Breen Intelligence Directorate. Outside family units, they were the only ones authorized to know the true species of a citizen of the Breen races. Furthermore, they were responsible for arranging marriages under strict, confidential seal with unsanctioned couplings being classed as a criminal offence. (ST novel: Zero Sum Game)
