The Ministerstvo Vnutrennikh Del ("Ministry of Internal Affairs"), or MVD, is the public law enforcement arm of the Russian government in contrast to the UGB secret police. While the UGB is Russia's primary intelligence service and secret police, the MVD is a domestic intelligence and counterintelligence service. The MVD also operates Russia's secret network of gulags across the country. MVD's elite forces include Otryad Mobilny Osobogo Naznacheniya ("Special Purpose Mobility Unit"), or OMON, teams.
