Lord Hayden O'Higgins was a Manticoran peer of the realm and an officer of the Royal Manticoran Navy. He was the First Lord of the Admiralty during the middle of the Cromarty government, and later spoke on Honor Harrington's behalf on the popular news video show Into the Fire. (HH4)
