He orders Dempsey, Kenyon and Southern to plant explosive bracelets inside a plutonium vault and then asks them to meet him at a rendezvous point where the four of them could leave the country via his helijet. He, along with Kenyon and Dempsey, were stopped and arrested when Parker used FAB 1's front central machine gun to shoot down his helijet. He was voiced by David Graham.
