Henchman 21, whose real name is Gary Fischer, was originally a stereotypical nerd who enjoyed comic books and fantasy/scifi genres until he joined The Monarch and the fluttering horde. Gary originally joined The Monarch when he was kidnapped, during an eighth grade field trip to Washington, D.C. by the Monarch's henchmen. The henchmen had mistaken him for a senator they were supposed to kidnap and the Monarch ordered they release Gary but the latter stayed in the ranks. He earned his wings at sixteen when he took credit for killing the leader of one of the Monarchs enemies who was hiding and fell to his death after becoming too excited at the chance to kill 21.
