Livanus was one of Phaeton's advisor. He was the part of the Neo Sapien Commonwealth and acted as the Oral Historian. Livanus unlike most Neo Sapien's was nearly blind when he was created. Although this impairment, which is unique in the nearly perfect breeds of Neo Sapien, it gave him a sort of sixth sense and telepathy.
