Vincent Starkey also known as Vinnie the Shark is a mob boss who was involved in drug dealings in Batman:The Animated Series. He was later busted by Bullock and senteced to 10 years in prison. He eventually got a lesser sentence due to good behavior and went back into dealing drugs after eight years. Batman suspected him of sending threats to Harvey Bullock. Batman and Harvey went to his drug factory and fought his goons. Starkley was later arrested by the police. He was voiced by Gregg Berker.
