Penelope's Purple Pussy Cats was a Weasleys' Wizard Wheezes product. It may have been named after Penelope Clearwater, who dated Fred and George Weasley's older brother, Percy, at Hogwarts. Knowing the twins, it would be unlikely that the reference was a complimentary one.
