On its own, Lightning Release: Lightning Cloud simply generates a field of electricity that statically charges an area. When combined with other jutsu, however, this technique has the potential to create powerful, brooding storm clouds to assault the battlefield and any target caught in the way. Izumi uses this jutsu in tandem with her Genjutsu: Cloud technique, allowing her to quickly create a thunderstorm in the middle of a battle.
