Paul McDaggett was the Commander of the Rehabs, mercenaries hired by Omni Consumer Products to make way for the company's new Delta City project. McDaggett was willing do anything to make sure OCP's ambition came to light. McDaggett, a soldier along with his fellow Rehabs who fought in the Amazon War in South America, were brought in by the CEO of OCP. He also had some kind of a partnership with Kanemitsu himself, talking to him directly at one point.
