Kuni Bakin was the leader of the tsukai-sagasu during the Battle of the Cresting Wave. He objected to the founding of the elite fighting unit, the Damned because it was embracing corruption and too dangerous. Even with these objections, Hida Banuken allowed the group to be formed. Bakin was dissatisfied but took over responsibility of watching the unit for dangers.
