The Dark Dimension is an evil, dark-green, cage-like prison in another dimension, and it was commonly used by Rita Repulsa, and later Lord Zedd to trap their captives. It was designed to clock the Power Rangers communicators, but it does not block their teleportation unit (though this was probably done in order to lure the other Rangers into the trap) or their Power Morphers.
