Sebainah is the head of the Council of Jirinaar. He has the responsibility for the well-being of the people of Jirinaar, and, in a time of crisis, is granted special powers over life and death. He has two votes in a council and the last say in case of ties. Sebainah is elected by the council every five years. The current Sebainah is Janiis.
