Sentence fragments? Pah. More like "bad grammar". Barely any verbs in sentences. Mostly just adjectives and nouns. Complete nonsense. Sounds disjointed and incoherent. Sometimes acceptable in chatrooms, foreign languages, or with a mouthful of food. Always annoying to read though. And irritating. Hemingway-esque.
