The Praetors are the administrative tribe for the Eldars. They make the laws and make up the judges and court systems, which is small, as there is almost no infractions of any of the sensible logical rules that the Praetors create. They are led by High Templar Raks'ha, who is also the leader of the entire Eldar. The High Templar will be succeeded by a handpicked sucessor. In the case of a sudden death, the Templar's first born child assumes the role of High Templar.
