Start the quest by speaking to Elan Rosh. Rosh requests that you help the Feather Plain Guarders kill monsters and tells you to speak to Pugno Ruhm for details on this request. Head north into Feather Plain and you will find Pugno Ruhm at the foot of a bridge. Speak to him to receive your reward.
