You cannot, the item mine only appears in Fire Emblem 7 and not in The Sacred Stones If, however, you are referring to the mine _glitch_, you can receive the same affect using PWASE. PWASE are panels that you stand on that ultimately change something else on the map. These can be fire tiles, places in the sand where you can pick up treasure, or places that snags originated. What you have to do is move next to a PWASE and then allow an enemy to attack. After the battle EXP bar/ battle animation/ HP bar goes away but before the unit greys out, reset the game (soft or hard) and resume the chapter. This will allow you to control all enemy units after that one.
