The Werewolf Register was created by Newt Scamander in 1947. The Register is a list of all known werewolves in Great Britain, and is controlled and maintained by the Werewolf Registry sub-department of the Department for the Regulation and Control of Magical Creatures. It is unknown what happens to those who refuse to register and are discovered later. However, the register is poorly kept, as Fenrir Greyback, a werewolf, managed to hide his status at first when he was brought up to the Ministry by pretending to be a Muggle tramp.
