Most Mages' Guild alchemists will also sell soul gems. You're likely to find at least one grand soul gem in their merchandise per game day. Alternatively, just go through an Oblivion Gate at level 15 or so. Soul Gems will start appearing in treasure chests (The Punsihed, Fleshy Pod, etc.) around then.
