Heedra was an Imperial Moff who governed Baxel sector, which was located in the Outer Rim Territories, during the height of the Galactic Civil War. Heedra worked hard to drive the Hutts from the planets they controlled in the sector, including Lirra. Commander Klavisor once sent Heedra a memo, on the subject of losses that had been sustained by the Empire in a Rebel attack suspected to have been carried out by the Katarn Commandos.
