Also known as GELT, the 2157 document called the Genetic Engineering Limitations Treaty ended (at least for a few centuries) the Specialist Revolt and outlawed the practice of genetic engineering for profit, as well as yielding reproductive and civil rights and a homeworld for the Specialist renegades (Luna). It became moot in the early 2800's, when the denizens of Earth began cloning Specialists once more for the purpose of driving the occupying Kretonians from their world.
