Terraform Command is an agency of the United Federation of Planets that is responsible for the coordination and implementation of the terraforming of celestial bodies. In 2364, Terraform Command dispatched the USS Enterprise-D to the planet Velara III, in order to investigate the erratic communications coming from the Velara Base there, and the subsequent concern that was raised about the welfare of the base's personnel.
