General Barrera is the Commanding Officer of the Armed Forces of the Philippines in the missions Changing Tides and Rip Current. It is unknown whether he is the CO of NAVSOG or Filipino Special Operations Command, the latter being more likely as if he was the commander of NAVSOG he would have a Naval rank. He takes too much time to make decisions that generally are bad anyway and as Voodoo put it, he is a 'Leading from the rear' kind of officer.
